Frequently Asked Questions & Answers

Q.  Why is NIMES called a strategy?
A.  NIMES is intended to be a dynamic coordination mechanism that changes with the needs of those who use it.  It is not an operational M & E system.


Q.  Why is NIMES based in the OPM?
A.  NIMES is based in the OPM as that is where the coordination of all Government policies and programmes falls within the Government institutional structure.


Q.  How will NIMES relate to the National Planning Authority (NPA)?
A.  NIMES will work closely with the NPA and all other institutions involved in the coordination of Government activities to ensure no duplication or wastage of resources.


Q.  How will the OPM manage NIMES given its weak capacity?
A.  OPM will be given the resources it needs as NIMES becomes operational.  Its capacity will be strengthened to reflect these responsibilities.


Q.  Isn't the institutional structure of NIMES very bureaucratic with many committees and working groups?
A.  The current structure of NIMES has one standing committee and various working groups with very specific tasks that are related to NIMES objectives.  These working groups are intended to meet specific needs.  The institutional framework will evolve over time with old working groups disbanding as tasks are completed, and new ones forming as the need arises.


Q.  Will NIMES replace other MIS/M & E systems?
A.  No.  NIMES will not replace any operational systems.  It will simply work towards making sure that the sum of all those systems is greater than its parts.


Q.  Will local Governments and sector ministries have to collect extra information at local levels for NIMES?
A.  No.  NIMES will not create extra work for those who collect information.  It will work towards streamlining the collection of data so that the burden is lighter.


Q.  Will sector ministries and local Governments have to get approval from NIMES before they can collect routine information?
A.  No.  NIMES is not an operational M & E system - it is a coordination framework which will enhance collaboration across existing M&E systems. 
  

Q.  Where will NIMES get its resources from?
A.   In the long term, NIMES will be funded through the Government of Uganda's budget, as it is part of the activities of the central Government.  In the short term, it may require additional project funding from development partners.
