One of the most important tasks of Government is to serve citizens well. If Government is to eradicate poverty and ensure economic growth, the public sector must produce services whose benefits to the citizens of Uganda outweigh the costs of production. This must also be done in a way that assures the citizens of Uganda and their representatives that something of value has been produced. This is what we call public value. Public value is therefore the contribution made by public services to economic, social and environmental well being that is wider than normally measured through performance targets. Public servants must be able to create value for the citizens of Uganda and this should not be confined to economic production, but also encompass the public services provided, the laws and regulations made and all policy actions undertaken in the interest of the citizens of Uganda.
