Evaluation of the PEAP PDF Print E-mail

Introduction

The PEAP was subjected to an independent evaluation, covering the period 1997-2007.  The evaluation will sought to determine the effectiveness of the PEAP as the framework for achieving the eradication of poverty in Uganda, and  focused in particular on the PEAP's effectiveness as a consensus building mechanism for the expression of national development aspirations and in delivering development results.  The evaluation sought to identify and highlight specific practices from the decade that will best inform the development of the 5-year National Development Plan (NDP).

The conduct of the independent evaluation was put out to public tender, and Oxford Policy Management Ltd of the UK was awarded the contract.  From the Government of Uganda side, an Evaluation Committee composed of representatives from the Ministry of Finance Planning and Economic Development (MoFPED), the National Planning Authority (NPA) and the Office of the Prime Minister (OPM) (Chair) guided the process.  A national and international reference group was also formed.

The Evaluation Committee chaired by Peter Ssentongo (Assistant Commissioner, Coordination and Monitoring) of the Office of the Prime Minister (OPM), included: Richard Ssewakiryanga (Team Leader/Coordinator PEAP Revision Secretariat and Uganda Participatory Poverty Assessment Process (UPPAP)) and Joseph Enyimu (economist) from
the Ministry of Finance Planning and Economic Development (MoFPED) and, from the National Planning Authority (NPA), David Katungi and John Bosco Kavuma. From the OPM, David Rider Smith (Adviser, OPM and Uganda Bureau of Statistics (UBoS)) and Jill Fletcher (DFID Statistics Adviser at UBoS and OPM) also provided the day-to-day liaison between the Evaluation Committee and the evaluation team. The OPM provided the evaluation team with office space, and gave assistance in identifying and accessing documentation and key
informants.

The evaluation began with an inception phase in February 2008 and was completed in June 2008.
